This is a crystal sphere that was conquored by Invaders about a hundred and fifty years ago. In the original version, Dragonspace was assumed to be Vodoni occupied Golotspace. However it could just as easily be some other sphere with a race such as the Scro being the Invaders - possibly backed up by the Tenth Pit or Long Fangs.
Prior to the invasion, the locals had almost no knowledge of spelljamming whatsoever: the main arrivals being the fleet of lizardmen ships that colonized Suynama over a millenia ago and an off course band of gnomish vessels that (accidently) placed small gnome colonies on Dragonworld and Bel some centuries later. The sphere's only other visitors were a handfull of elven imperial fleet vessels (the last of which arrived before the start of the first unhuman war), and a couple of incidental wanderers, none of whom made a lasting impression.
